A Seminar on China-Africa Tax Administration Innovation and Technical Cooperation was held in Changsha, Hunan Province. It was one of the side events of the 3rd China-Africa Economic and Trade Expo Forum. Mr. Rao Lixin, Deputy Commissioner of the State Taxation Administration of China, and Mr. Elseid, Deputy Commissioner of the Tax Authority of Egypt delivered keynote speeches. Mr. Sun Ruibiao, Vice President of China International Taxation Research Association, presided over the meeting.
Mr. Rao talked about how China’ s tax authorities had promoted digital transformation of tax administration and then its prospectus. China has been taking use of information digitalization to innovate methods and procedures streamlining of the tax administration and service, and then improve their quality and efficiency. The tax administration service has changed from manual collection to online tax report and payment, and further to automatic tax calculation based on the big tax data. The tax administration now has been proceeded by Cloud Service from earlier desktop and networking systems.
He said the digital transformation on the tax administration will further enhance the modernization of tax governance, benefiting tax payers in taxes and fees proceeding. It will promote the digital transformation of the economic society, and contribute more to national and global tax governance.
He also advocated that tax authorities in China and Africa could collaborate to promote the digitization of tax administration in mutual learning, and jointly open a new chapter of global tax governance. They can contribute new tax wisdom and strength to the world economic recovery and global economic governance.
At the seminar, tax officials from Egypt, Kenya, Uganda and other countries said that they benefited a lot from the community and cooperation with Chinese tax authorities, and expressed their sincere applauds for the achievements of the digital transformation of China’s tax administration and the effectiveness of the BRITACOM.
In a roundtable talk, Chinese and African tax officials and fiscal and tax experts had in-depth exchanges on topics like information technology applied in tax administration and the financial payment innovation technology in smart tax construction. They agreed that there were broad prospects for China-Africa cooperation in the tax field. The two sides should further strengthen the joint construction on tax administration, enrich the ways of exchange and cooperation in tax administration technology. They could achieve common development in deepening mutually beneficial cooperation, and jointly build a growth-friendly tax environment.
