In order to thoroughly study and implement the spirit of the 20th CPC National Congress and conscientiously implement the deployment of the Central Economic Work Conference, the State Taxation Administration issued the Opinions on the "Spring Action of Tax Convenience for the People" in 2023, and carried out the "Spring Action of Tax Convenience for the People" for the 10th consecutive year with the theme of "Doing Good Things for the People and Modernizing Services".
The first batch of measures this year have launched 17 tax and payment initiatives in six areas in advance, adhering to the people-centered development ideology, and focusing on the "urgent, difficult and worrying" matters of taxpayers. A series of successive measures will be launched in batches to effectively solve problems for taxpayers, create a high-quality tax business environment, and contribute to the taxation power for a good start of the comprehensive construction of a modern socialist country.
The first 17 measures of the Opinions were launched in six areas, namely, "improving the quality of response to demands", "improving the efficiency of policy implementation", "improving the grade of fine services", "speeding up intelligent tax administration", "streamlining the process" and "improving the standardization of law enforcement".
In terms of improving the quality of response to demands, two measures have been launched, including organizing the collection of demands from national taxpayers and carrying out the pilot project of "Tax Direct".
In terms of improving the efficiency of policy implementation, three measures have been launched to strengthen the publicity and counseling of preferential policies on enterprise income tax, broaden the scope of priority tax refunds for individual income tax remittance, and carry out the 32nd National Tax Awareness Month activities.
In terms of improving the grade of fine services, three measures have been launched to play the role of taxation big data to help enterprises resume work and production, explore the provision of intelligent answering services for natural persons on a priority basis, and carry out pilot visual answering of questions on technology and applications.
In terms of speeding up intelligent tax administration, three measures have been introduced to establish and improve a nationwide unified tax trustworthy identity account system to facilitate taxpayers to conduct business through multiple channels, support taxpayers to make cross-border tax payments directly in RMB through online filing and other means outside of China, and promote the realization of digital RMB payment of taxes and fees in the pilot areas of digital RMB.
In terms of streamlining the process, four measures have been introduced to strengthen the coordination and simplify the operation process of change registration, facilitate the application for refund of the current year's handling fee before the cancellation of individual income tax withholding obligations, develop the online personal pension deduction filling function, and promote the national vehicle and vessel tax payment information network inquiry and verification to facilitate the taxpayers' off-site processing.
In terms of improving the standardization of law enforcement, two measures have been launched, including optimizing the risk indication service of enterprise income tax policy and exploring the optimization of tax credit re-evaluation mechanism for newly established taxpayers.
The person in charge of the Taxpayer Service Department of the State Taxation Administration introduced that the "Spring Action of Tax Convenience for the People", as a service brand with distinctive taxation characteristics, serves both the general situation of development and micro subjects. Since its launch in 2014, the STA has launched a total of 523 innovative service initiatives of 197 items in 54 categories by the end of 2022. Local taxation authorities have refined and launched more than 40,000 supporting measures, and the degree of refinement, intelligence and convenience of tax services is getting higher and higher, the experience of tax and fee payment is getting better and better, and taxpayers' satisfaction, compliance and sense of acquisition are getting stronger and stronger. The taxation department will continue to launch and implement the initiatives of the "Spring Action of Tax Convenience for the People", promote the new journey of tax modernization with high quality, better play the basic, pillar and guarantee role of taxation in national governance, and strive to write a new chapter of taxation in Chinese modernization.
